Plan Lake Martin marina work around shoreline and operations.
Prepare the operating layout, proposed bank work, utilities and vessel access before asking the shoreline office to classify the project.
Confirm the right review before using residential limits.
Describe whether the facility is commercial, a common facility serving homes or another use. Alabama Power’s multi-family guidelines concern noncommercial facilities; they are not a blanket approval for a commercial marina.
Discuss the whole project with the Martin shoreline office, including wall changes, slips, utilities and any excavation or placement of material in the water. Ask which Alabama Power and Corps review applies.

Show how the facility will operate during the work.
Map vessel routes, closed slips, loading areas, pedestrian access and utility isolation. Ask bidders to explain the order of work and the lake conditions needed for their equipment. Record the operational assumptions behind the proposed schedule.
Identify the entire area disturbed by shore access and stockpiles. ADEM’s Lake Martin screening rule can apply below one acre; have the project team resolve coverage before mobilizing.

Put the operating layout on the drawing.
Identify active slips, loading, fuel or utility interfaces, customer paths and construction exclusion areas. Ask the contractor to state which activities must stop for each stage and what condition allows them to restart.
Investigate the working edge.
Ask the designer to consider the wall’s condition alongside vessel activity, nearby structures and site drainage. Make concealed or underwater investigation limits explicit. Do not select a repair solely because it restores the visible face.
Coordinate applications with the construction sequence.
- Describe the existing use and all proposed changes.
- Identify material placed in or removed from the water.
- Map disturbance, temporary access and staging.
- Assign review, utility testing and reopening decisions to named parties.
Common questions
Can residential dock limits be applied to a marina?
Have Alabama Power classify the actual use and project. A residential or noncommercial multi-family document does not authorize a commercial facility.
Can repairs be phased around busy periods?
Ask for a sequence showing temporary conditions, operating restrictions and repeated mobilization. Confirm which stages depend on lake level.
Who authorizes utility reconnection?
Name the qualified trade and required inspection or testing in the scope. Avoid an unassigned handoff between wall, dock and electrical work.
What should a construction price include?
Require defined quantities, access assumptions, temporary protection, operational restrictions, restoration and a method for pricing unforeseen conditions.
Is temporary access part of the disturbance review?
Include the land disturbed for loading, equipment and stockpiles when describing the project to the reviewer. Permanent wall length alone does not describe the construction footprint.
